Although the Fed's tool offers an interest rate of 0%, demand has been growing as a flood of cash flooded the dollar financing market. This is partly due to asset purchases by the central bank and a reduction in cash held by the Ministry of Finance, which has led to the inflow of reserves into the financial system.
